I wonder if someone can provide information about the above subject, or
any documents discussing about the subject.
My first initial thinking is that if the ice within the clay stay
frozen, then water cannot be expulse from the soil system. therefore
consolidation will not take place. Is this correct?

Yes, except for any water that might also be in the soil system but not
frozen :-)
